The petitioner criticises the Spanish government on the possible mandatory confinement in hotels, sports centers or other large closed areas, of citizens who will be tested positive for coronavirus without presenting symptoms, along with others who have mild symptoms. The possible measure is supposed to prevent new infections. Interior Minister Fernando Grande-Marlaska has said in an interview to El Pais that "early detection" of new cases will be essential, especially those with the first symptoms. The priority is to "increase the capacity" to carry out these rapid diagnostic tests and the confinement of citizens whose isolation cannot be assured in their homes. Fernando Grande-Marlaska has hinted that authorities may compel confinement in these complexes in certain circumstances. "The medical criteria for de-escalation will be studied, as well as the precise isolation of the asymptomatic. The measure will be based on voluntariness but if needed all legal options would be studied, because the fundamental principle is to maintain public health.
