Petiționarul deplânge presupusa natură discriminatorie a ecotaxelor italiene asupra autovehiculelor poluante. Petiționarul susține că o astfel de taxă nu ar trebui impusă numai vehiculelor de ocazie cu niveluri de emisii ridicate importate dintr-un alt stat membru al UE și înmatriculate pentru prima dată în Italia. În opinia sa, acest lucru încalcă libertatea de circulație a mărfurilor.
