To prevent the military aggression of the Russian Federation against the countries of Europe, it is vitally important to adopt the urgent EU Directive, which obliges the following steps to be taken immediately:
- To Prohibit holding both EU and Russian Federation citizenships
- EU citizens with multiple citizenship should obligatorily report it, if one of their citizenships is Russian
- The mechanism of EU citizenship termination should be developed and implemented for those Russian citizens who currently hold EU passports.
Reason
The Russian Federation attacked Ukraine again. They bombarded a sovereign country. The country, which ratified the Ukraine-EU Association Agreement and became the candidate for the EU accession. However, the Russian Federation did not hesitate to assault Ukraine. They blatantly aim to punish Ukrainians for their European choice.
Thus, the Russian aggression against Ukraine calls all European countries for action. Among diverse measures that are already being taken, there is one more way to resist the war. EU countries could and even should reconsider their policies and regulations, regarding the granting of EU citizenship to Russian Federation citizens. Keeping the existing legal status quo, which allows Russian citizens to continue using the benefits of dual citizenship, presents the imminent threat to European Union wellbeing.
Being a country’s citizen means that one has certain rights and obligations to the country and that the country, in its turn, has certain rights and obligations to its citizens. The constitution and military doctrine of Russian Federation, according to the Part 1 (the article 59) and Part 2 (the article 15), require all Russian citizens to abide the law unhesitatingly, which among other things, obligates all citizens to defend Russian Federation. This duty is imposed on all Russian citizens, regardless of their actual place of living or dual citizenship.
According to the Russian Federation, the war, which it started in Ukraine, is the defense war. This Russian “defense” military doctrine represents a complex of actions, which include the following elements:
● The actions targeting the murder of civilian population
● The actions aiming to the destruction of civilian infrastructure and households.
It’s important to note, that it’s not for the first time that the Russian Federation started a war, driven by the desire to defend the rights of its citizens outside of Russia. They keep using Russian citizens living abroad as an excuse to push their aggressive geopolitical agenda. They bring their ‘defense” even to those who never asked “to be defended”.

There are counterarguments of racism—Lavrov style. This petition only asks people to choose which value system they belong - to the world that professes genocide and murder as a way of self-defence or - to the civilised world. The only thing that is useful to take from this flow of consciousness distorted by Russian propaganda is that Europe needs to prohibit dual citizenship with all countries that are not members of the EU or are not in the integration process with the EU.
This "petition" looks like Russian "influence operation", designed to attack people with post-USSR background living in Europe (and who happen to be some of the staunchest supporters of Ukrainian independence and opponents of Putin's regime). It's unfortunate that a number of Ukrainians, including some media, fell for it. The author himself should be investigated for possible Russian connections.
