Podnositelj prijave tvrdi da je rumunjsko Ministarstvo za europske fondove, zajedno s još nekoliko gospodarskih subjekata, bilo uključeno u slučaj prijevare sa sredstvima EU-a u Mehedinţiju u Rumunjskoj. Podnositelj predstavke dalje tvrdi da, unatoč tome što je podnio kaznene prijave o tom pitanju, rumunjsko državno odvjetništvo za suzbijanje korupcije nije poduzelo nikakve radnje.
