In making public transport free, all tax payers now contribute to its financing. The government decided thus that public transport ought to be considered as a public good in the economic meaning given to that concept. Just like postal services, all tax payers are therefore entitled to a public service guarantee, allowing them to benefit from equal access and coverage. In my opinion all "lotissements" should therefore have at least 1 bus stop to ensure equal access to the network and equal treatment of citizens.
