We created this petition for residents within the City of Monroe, WI water district to show their support for water fluoridation. We want to show the Monroe City Council their constituents support water fluoridation. Click here for a detailed history of how this issue has progressed in Monroe
The next meeting where this will be decided to move forward with a second public hearing will be December 2nd at 6:30 PM. The council would need a 6-vote majority at this meeting to move forward with a public hearing, but if it moves past that vote, only a normal 5-vote majority is necessary to remove the fluoride from the water. The mayor could also veto any council decision, which would require a 6-vote majority to overturn. From the historical council votes and comments on this matter, we expect the 5 alders to continue to vote to remove the fluoride, so if this extends to a second public hearing the fluoride will likely be removed.

Community members living in the Monroe water district feel that the mineral fluoride should remain in the water because of the following statements:
- It has been proven to be a safe and cost-effective tool to help reduce tooth decay in a community by an estimated 25%.
- We recognize there is a reason the CDC has named it one of the 10 greatest public health interventions of the 20th century and it has been used in the water since 1945. Evidence questioning its safety is often from studies that have fluoride concentrations more than double levels in Monroe’s water supply.
- According to the U.S. Centers for Disease Control and Prevention, water fluoridation and fluoride toothpaste work together to help prevent tooth decay and offer more protection against decay than using either one alone. Fluoridated water keeps a low level of fluoride in the mouth throughout the day, while fluoride toothpaste delivers higher concentrations at important times of the day, such as bedtime.
- We trust our public health officials and experts in this field to be constantly evaluating the evidence and weighing the safety of water fluoridation. They stand by the current evidence reporting its safety. The list of agencies that continue to support fluoridation include: the American Academy of Pediatrics, American Dental Association, American Medical Association, the Centers for Disease Control and Prevention, American Water Works Association, Department of Defense, and the World Health Organization.
- The United States uses supplementation in many foods and beverages, like Vitamin D in milk or Iodine in salt to keep its residents healthy, and we view fluoride in the water supply as that same type of measure. Areas that do not fluoridate their water often have other measures in place to reduce tooth decay including supplementation of other foods like salt, fluoride treatments in the schools, or free dental care for kids.
- It is much more cost-effective to fluoridate the water than to have every person interested in fluoride supplements pay for a dental or doctor's exam (~$300) to prescribe the supplement and pay for the supplements. The average cost with insurance for fluoride supplements for kids is $45 per year and adult prescription fluoride toothpaste with insurance is about $80 per year, compared to the $1.10 per person per year to add to the water.
- We do not wish to be added to the list of communities like Calgary which saw a 2x increase in cavities among elementary students or Juneau which saw almost one more cavity per child per year among children under 6 within 5 years of ceasing water fluoridation.
Reason
- Fluoridating the city’s water helps bring dental protection to everyone, including those who cannot currently afford to go to the dentist, those who may not be brushing as well as they should, people in assisted living who don’t have the dexterity to brush well or kids whose parents are not brushing and flossing for them until the recommended age of 7 or 8.
- For those who are concerned about the safety of fluoride, we must recognize that there is still 0.2 ppm of naturally occurring fluoride in our water. The population that does not want fluoride exposure will still need to reverse osmosis filter their tap water or buy bottled water to be free of fluoride.
- The City of Monroe hasn’t formulated a plan to replace the fluoride for our children or community members, be that in a school-based fluoride treatment regime or supplementing the cost of fluoride supplements for Monroe residents. It was discussed by Alder Thoman that city residents could just buy fluoride rinse at the store or the city could buy some fluoride rinse for them. The approximate cost for the fluoride rinse over the counter per person per year is $80. We question whether that is in the city’s budget.
- If the city votes to remove the fluoride or pause the fluoride, the equipment used to add the fluoride to the water right now will deteriorate without regular maintenance. It would likely require a huge capital investment if Monroe later changes their mind (like Calgary) and wants to add fluoride back into the water to bring that equipment back into operation.

- For discussion on how effective water fluoridation is, here is a 2018 cross-section study, Water Fluoridation and Dental Caries in U.S. Children and Adolescents, and 2019 JAMA Pediatrics Research Letters. Slade and Sanders studied the experience of almost 20,000 U.S. children using NHANES data. It was real-world data considering the current use of fluoride toothpaste, professional fluoride applications, and even dental sealants. Even when assigning children in counties where up to 74% of children had access to CWF in the “non-fluoridated” group, a significant difference in decay was experienced by those living in counties where 75% or more had CWF. Moreover, the higher level of decay in primary teeth experienced by low-income children compared to others was attenuated by 41% by CWF.
- The September 2024 court case finding that the EPA must address reasonable risk of fluoride did not direct the agency to cease, halt, or reduce additives and found that further investigation would be required. The Judge did not find the risk so high as to order immediate changes to the fluoridation in use.

Thank you for signing the petition in support of keeping fluoride in the water here in Monroe. In another twist, what seems like a minor word change in front of city council on Monday could turn into the loss of the fluoride in our water.
The city council will hold a public hearing on Monday, 3/3/25, at 6:30 PM to discuss changing the ordinance from requiring 1-1.5 ppm fluoride in the water to align with the WI Administrative Code. While aligning with the WI administrative code is a positive step forward, as it will allow standards to align with CDC recommendations more easily, having this issue in front of city council again so soon is very risky for our community. The council currently stands at a 5-4 position to remove fluoride entirely, and it is highly likely that an amendment to eliminate fluoride from our water supply will be proposed and passed if we do not apply enough pressure physically at this meeting.
Your presence at this meeting is vital to demonstrating strong community support for maintaining fluoride in our water. You need to register your name on the piece of paper prior to the meeting to speak. You will likely be limited to 1-2 minutes to speak. You do not need to live in the city limits to speak at a public hearing.

I wanted to provide an update after the City Council meeting last night. At this time, fluoride will continue to be added to the water in Monroe. The council members needed a supermajority to suspend the rules regarding the change to the ordinance about fluoride in Monroe's water and this was not achieved. Your signatures helped us display support for water fluoridation by the residents of Monroe. The topic of fluoride will continue to be discussed by the Board of Public Works and could be revisited by the council in the future. Highest-quality fluoride neurotoxicity studies, funded by the NIH and conducted in North America, focus on fluoridation levels relevant to the U.S. Ex, the 2019 Green et al. study examined exposure in a community with fluoride at 0.6 mg/L—below Monroe’s levels. In 2024, a U.S. study in fluoridated California found children exposed to more fluoride had higher rates of emotional reactivity, anxiety, somatic complaints, & autism-like symptoms. This petition is spreading misinformation.
