I have evidence that HPAT-Ireland issued fake results. 
My son wants to study medicine and he did the HPAT exam this February, for which he received the result at the end of June. His calculated score was derived from a raw score of 60, however, his raw score is 75, which was received through the Freedom of Information Act separately by request from ACER-Australia. The raw score is how many correct answers you get out of 110. There is no appeal system in HPAT, so I need help. I sent several letters to HPAT-Ireland and Minister Simon Harris for an explanation and I received nothing back.

I am writing to submit a formal complaint against the Irish Government regarding the HPAT exam organised by HPAT Ireland. My son, who is an EU citizen and has lived in Ireland for 18 years, took the HPAT exam in February of last year with the intention of pursuing a career in medicine. In June, he received his calculated score, which was derived from a raw score of 60. However, a Freedom of Information request made to ACER-Australia (where the HPAT Ireland is based) revealed that his actual raw score was 75 [see attached 2022 pdf].
 
Explanation:
The HPAT test consists of three sections, and in total, there are 110 questions. The maximum available points for the exam are 300. The 2022 statement attached is a summary of the calculation for that year. If my son had answered all 75 questions correctly, he would have received approximately 204 points [raw score], which should have been reflected in the three sections mentioned in the 2022 summary. However, the sum of the three sections is 164 instead of 204. If I reverse the 164 score, it gives me roughly 60 correct questions [raw score]. Where did these 60 raw scores come from when he had actually answered 75 questions correctly? The numbers mentioned in the sections are incorrect. The computer algorithm based the final score [163] on the wrong raw score, which was then forwarded to the CAO.

I am referring to the 2021 statement, which correctly shows the calculation process. In that year, my son had received a raw score of 50, which resulted in a calculated point score of 137 when the scores of the three sections were added together. The computer then calculated the final score, which was 132. Based on this, I believe that the calculation in 2021 was done accurately

There is no appeal system in place for the HPAT exam, leaving me with no choice but to pursue legal action. I have reached out to HPAT Ireland, the Ombudsman, the Data Protection Officer and Minister Simon Harris for an explanation, but they have either refused to investigate or have remained silent, leaving me with no response.
I firmly believe that the HPAT Ireland system is corrupt and lacks transparency, which is further exacerbated by the absence of an appeal system and the fact that HPAT Ireland is based in Australia. As a result, individuals who have been wronged by the exam are left with little recourse. Despite my efforts to seek answers through the ombudsman and DPO, my inquiries were met with refusals to investigate the matter.
Furthermore, the solicitor has requested a significant sum of 5000 euro + VAT to involve the barrister, even though the evidence is clear. I find this to be an unnecessary financial burden and have been dissatisfied with the solicitor's unwillingness to take the case to court.
I have reason to believe that my son's result was changed due to his nationality. On the Irish Medical University website, "equality" is advertised, yet my experience proves otherwise.
 
 
 
 
The 75 raw score gives a result of roughly 204 points which is further calculated by the computer, and with that score he would have a very good chance of getting into medicine. The incorrect result has caused severe mental distress for my son, and I feel that he has been severely humiliated.
 
I have a unique case where I am able to compare the results from two consecutive years of the HPAT Ireland exam. In 2021, my raw score was 50, and in 2022, it was 75. I received this information through a Freedom of Information request. The statement provided for 2021, when my result was insufficient to gain entry into medical school, was accurate. However, in 2022, my raw score of 75 was one of the highest in the country, if not the highest, and was sufficient to gain entry into all medical universities in Ireland. The statement provided for 2022 is false as it was calculated based on a raw score of 60 instead of 75. I believe this to be an intentional act and not a mistake.
Despite my request for clarification, HPAT Ireland has declined to explain the contents of the statements, citing their inability to do so. While the calculated final result in 2021 matches the FOI-obtained result, the calculated result in 2022 does not align with the result received through the FOI request.
 
 
I kindly request that the European Court of Human Rights investigate this case and provide an explanation as to why my son's raw score was changed. Thank you for your time and attention to this matter.
