The petitioner, who is an olive oil producer, complains that her bank account has been seized by the tax office despite the fact that her account balance is made up exclusively of agricultural subsidies received under the Common Agricultural Policy (CAP). She claims that EU law, in particular Regulations 1782/2003, 1792/2003 and 795/2004, provide that direct payments to farmers under support schemes within the framework of the common agricultural policy cannot be seized by the national authorities.Therefore, she considers that Article 12 of Greek Law 4587/2018 is in breach of EU law because it introduces the cut-off date of 10.12.2018: direct payments to farmers cannot be seized after this date, which means by implication that they could be seized before this date, as was done in her case.
