Podnositelj predstavke smatra da je tržište prehrambenih proizvoda, posebice govedine, značajno narušeno zbog krize uzrokovane bolešću COVID-19 i smanjenjem potražnje za govedinom u gastronomiji i turizmu koje je uslijedilo. Istraživanja pokazuju razmjerno visok uvoz govedine iz Južne Amerike. Radi zaštite europskih poljoprivrednika podnositelj predstavke traži trenutačno povećanje carina na govedinu na najduže moguće razdoblje.
