Indiener klaagt over koninklijk decreet 463/2020, van 14 maart en koninklijk decreet 465/2020, van 17 maart, waarmee maatregelen zijn getroffen om het vrije personenverkeer in te perken. Indiener is van mening dat tal van buitenactiviteiten geen actieve of passieve besmetting met zich mee zullen brengen en door burgers mogen worden beoefend.
